While PM Jim is struggling with the problem of how to deal with the unorthodox sexual requirements of the Kumranistan Foreign Minister, another crisis strikes.

Meanwhile, the Deputy Prime Minister, Rory McAlister (Robbie Coltrane) is threatening to withdraw his party's support and transfer it to one of his cabinet colleagues. The price of loyalty is massive concessions to Scotland. What is Jim to do? Fortunately, Sir Humphrey is there to tell him.
