Inspector Spooner, head of the small, suburban Woodley police station, craves a quiet, comfortable life. Sadly, rather than heading out on to the golf course each day, he is called down from his upstairs flat to clear up the mess his corrupt and incompetent juniors have created.
DC Bulsover, for instance, is one officer to keep in check, a CID man who thinks he is Starsky or Hutch and who drives around in a flashy red and white motor. There are also bigoted PC Goatman and sarcastic PC Killick to watch over, although some of Spooner's biggest problems come from quick-tempered traffic warden, Mrs. Cantaford. To add to the confusion, Kelly, an Irish grass, plagues the station with his presence, before he is replaced by another informer, Jimmy the Con.
