Bert Jones is curious to know why his neighbours, Wally and Lil, always seem to have money but never actually do any work. When he discovers they are living off social security, he's furious that he didn't think of it too! With some coaching from Wally, he tries to get a bit of charity for himself, but somehow just cannot win.
