When fire destroys a temporary classroom at the primary school, Esme is confident that the council will now rebuild the dilapidated and overcrowded school. She is shocked to learn, however, of their unexpected plans, particularly as Rory has been party to them. Hamish battles to keep the peace and to find the arsonist.
