Can you tell a man is a crook just by looking at him? Officer Clissitt has a wager with Officer Mills that you can tell a convict by his face. He invites a milkman, an insurance agent and a traffic warden all with clean records to line up some of the prisoners for an Identity Parade. Then he asks the Governor's pretty new secretary Jennifer Bottomley to choose men she thinks look the most crooked. Unfortunately for Clissitt, Jennifer picks the milkman, the insurance agent and the traffic warden and falls for Mushy, one of the real convicts. But the path of true love never runs smooth and Jennifer and Mushy run into problems almost immediately.
