The answer is Mark Steel.
The question points to the subjects of the first series of the original radio version of The Mark Steel Lectures. The first subject was Oliver Cromwell, who was also the subject of a Monty Python song of the same name. The second was W. G. Grace, who in the film Monty Python And The Holy Grail appears in animation form as God. The down-and-out is The Tramp as played by the subject of the third lecture, Charlie Chaplin. The window refers to a windowpane, a clue to writer Thomas Paine, who Steel covered in the last episode in the series.
