Alfred Butts would re-order a list released last month as 8th, 4th (although this one was once the leader), 2nd, 1st, 9th, 10th, 5th, 3rd, 6th and 7th, but that's just the top 10. Which list is this, and who would Butts put first if it was the full list?

Alfred Butts was the inventor of Scrabble, and this question relates to the letter scores in that game.
Britain's Greatest Comedy Character was the list released last month. Ian has taken the top 10, and translated their names as Scrabble scores...
