Born and raised in Melton Mowbray, Leicestershire, Scarborough was educated at Brooksby Melton College and trained at the Bristol Old Vic Theatre School, winning the Chesterton Award for Best Actor for school graduates.

Scarborough is perhaps best known for playing Peter "Pete" Sutcliffe, married to Dawn Sutcliffe (played by Julia Davis) in the BBC sitcom Gavin & Stacey. Friends of Pam and Mick's on the show, their marriage is constantly strained, and they regularly insult each other vehemently in public.

Alongside this role, he has featured as Bouffant in Let Them Eat Cake, Charlie in all series of Miranda, Claudius in Plebs, Frank in Up The Women, and the Prime Minister's Husband in Watson & Oliver.

In 2019 he took on the roles of both Ronnie and Ollie on the BBC Radio 4 sitcom Me And My Shadow, about a comic double-act living the mid-20th century.

An accomplished TV dramatic actor and theatre actor, in 2011 he won a Laurence Olivier Award for Best Actor in a Supporting Role in a revival of Terence Rattigan's play After the Dance.
