Yakety Sax is a great tune with a very similar effect, but Old Ned (which was actually released as a double-A single with Happy Joe, the Comedy Playhouse theme, in 1962) effortlessly makes anything absolutely hilarious and ridiculous beyond reason.
It's that pathetic-sounding plod-plod, I think, that gives it that uncanny effect of belittling even the most serious or otherwise unamusing of situations. Cracks me up every time.
