Voice over question

A quickie, if I have a Narrator doing a VO (Like Morgan Freeman in War of the Worlds) do I describe the entire scene first then do the voice over? voice over first? These are only short scenes.

I'm thinking action first then VO?

Short scene? Then do as you say.

But a long scene would be ACTION, then dialogue to match. Then more ACTION etc.
