Or boredom.

You know in the old days, if you broke the law and didn't take responsibility for it then you became an 'outlaw' which meant you were outside the law - i.e. the law didn't protect you any more, so people could do anything they wanted to you. Has a nice kind of symmetry to it I guess, if you don't respect the law, why should it look after you? (been watching Tony Robinson's Crime and Punishment).
I don't like sushi. Does that mean I'm racist towards the Japanese or just don't like raw fish? The worse part is in these cases it's not even the nationities involved who are deeming this offensive. It's usually paranoid white middle class men and women in little offices who seem to think everyone is that easily offended which ends up backfiring on them.
We had a incident down here where this lady was asked by the council to remove her figurine pigs from her windowsill because it just so happened that the road she lived on lead up to a synagogue. No one in the Jewish community had complained. One Jewish local said "Why would I be that concerned?! Sure, ask her to remove them on the grounds of bad taste (they were ugly) but not in my name!".

why cast aspersions on them? Do you think its OK for kids to say "yuk" to food that some has spent time and money preparing for them?

Just kids for you ungrateful little monsters.
It advises nursery teachers to be on the alert for childish abuse such as: "blackie", "Pakis", "those people" or "they smell".
Bit of a contrast between those examples.
"Those people over there.." *laser zap*
What do you do if you catch a kid using those terms?
Punch them in the gut?
