I'm more suprised you have prefects in a secondary school, we only had them in the infants - what teenager is seriously going to obey another teenager with a badge on?
I was a prefect, and then a head of prefects in 6th form. When I was at school the littler kids behaved and obeyed regarding loitering etc. But I can imagine now it's MUCH harder.
Oh they didn't listen at all-but we got to skip the lunch queue!
