I think it was made by a Canadian cartoonist. Perhaps Curt knows him.
I remember seeing it on a Rolf Harris show I think in the late 80's

A great animation short from the National Film Board before being slashed to bits in the 90s. 
I never met this animator or William Shatner unfortunately as cool as either encounters would be. 
I remember seeing this yeeeeeears ago, and it would occasionally creep into my mind.
