No, that's precisely why it was a success; it reintroduced the character through human eyes, just like the very first episode back in 1963. So rather than him immediately being front and centre, we (Or at least the millions new to the show)wonder who he is and what's going on. It adds mystery, which is exactly what you need to hook in the viewers. You find out about the Doctor as the companion does; it's why RTD launced the show so well and why the American TV Movie failed to please anyone apart from the fans(And not even all of them).

RTD was trying to launch the series for new fans; not just the old ones who would tune in anyway.

The TV movie failed becasue it took so long for Paul McGann to appear.

Yes, that was one reason. The main one was because it assumed everyone watching knew everything about the show already, completely alienating any potential new viewers in the process, and draining the idea from building much in the way of mystery. It already felt like something old as opposed to a new show; unlike the first Ep of the current version. As you say, McGann should have been The Doctor from the start, just like Eccleston was in his debut, as nice as it was for people who were already fans to see McCoy regenerating into him.

Personally, I enjoy that movie for what it was; it had a lot to enjoy. Though not the actual story, obviously.

I think Paul McGann makes a great Doctor Who. However, I don't like a large percentage of his Big Finish stories. Its not his fault. Annoying companions and terrible stories, don't help. BBC7's companion Lucie Miller is awful.
