The Time War literally took them out of time, from what I understood, so even if you travelled back, they wouldn't be there; they're time locked. That's the way I read it from what's been said. Otherwise, as you say, they'd pop up any time he travelled back to before the war.

My problem with this last of the time lords baloney is that he plainly isn't. There's the Master. And loads more in the Tennant finale... though as I've tried to put that out of my head they might all have been killed I suppose. In any case it's boring and over-played.

The Time Lords were all sort of locked up for ever some sort of screen around a planet at the end of the Time War. In the Tennant Finale they came out of the screened planet briefly & then were sent back.

Bit like pretending you're an orphan 'cos the family embarasses you and live far away. On a time locked planet in another dimension.

Apparently the runners up were Terence Ricks and Stefan Moffatt.

Surely if you're a time lord, you can never be the "last" one. You could always just pop back to when you weren't.

No, because the war was time locked and was supposed to have took the Time Lords and the Daleks out of time; so it doesn't matter where in time you went, they're gone.

I've got it on good authority that the Time Lords are not dead anyway. The Doctor just thinks they are because he's in Purgatory.
