Thats because it costs a bloody fortune to do that anymore than they are already; Dr Who doesnt actually get any more money than something like Silent Witness, and yet Dr who has to create whole new worlds, monsters, special effects, etc, week after week. What exactly do Silent Witness spend all their money on?!?!

Also, in regards to featuring humans all the time, it was discovered that most audiences dont care and dont like stories where recognisable humans arent the primary focus as either the good guys or the baddies; as Dr Who is a mainstream show that needs big audience shares to survive, im afraid it has to take that on board.

But seriously, again, Silent Witness gets the same budget? Where does all the money go?!
