OK, here's what I think (no cheating!)
PART ONE:
01. Bill and Ben and Andy Pandy were created by two unmarried women who lived together in a cottage on Winston Churchill's Chartwell estate.
TRUE. I'm fairly certain of that one.
02. The creator of Pogles Wood was a long time member of CND.
TRUE?
03. Crystal Tipps and Alistair was produced by the same company which produced the "Protect and Survive" films on what to do in the event of a nuclear bomb being launched.
TRUE
04. The Clangers had socialist tendencies.
FALSE
05. There is a museum on The Magic Roundabout in the Communist Party's building in Dijon where you can ride on Mr McEnerey's tricycle.
FALSE
06. Mrs Kiki Frog in Hector's House was voiced by gurkha campaigner Joanna Lumley.
FALSE
07. Noggin the Nog - The Firecake is an allegory on nuclear war.
FALSE
08. Margaret Thatcher once met the Wombles in 10 Downing Street to discuss how to keep Britain tidy.
FALSE, don't exist, (and nor do the Wombles)
09. Captain Pugwash with its character Seaman Stains was a critique on the permissive society.
FALSE, this sounds like one of your jokes
10. One of the Banana Splits ran as an independent to become US President in 1976.
TRUE, sounds feasible..

PART TWO:
01. Roger Ramjet's mother took atomic vitamins for old people.
TRUE. I vaguely remember the cartoon. Seems feasible his mother would've featured and taken such vitamins.
02. Trumpton Fire Station never attended to a fire.
I'll say TRUE, because it probably would've been too difficult to do a fire in stop-motion animation.
03. Big Daddy Kane mentions Penelope Pitstop in his song "Niggaz Will Never Learn".
TRUE, seems perfectly feasible.
04. Zag of Zig and Zag is a cross-dresser.
FALSE
05. Bert and Ernie of Sesame Street were early environmentalists with an interest in recycling.
TRUE, I reckon they put on discarded clothing, play a thrown away violin or whatever.
06. Bubble Buddy in Spongebob Squarepants is a cold-blooded murderer.
Never seen it, but this is probably TRUE but not in the way 'cold blooded murderer' initially comes across... like there's an episode where he just eats a fish, or some shit.
07. Neil Kinnock once uttered the catchphrase from the Flintstones "Yabba-Dabba-Doo" in a speech at a Labour Party conference.
FALSE
08. Mary Mungo and Midge was one of the first children's cartoons to be set in an urban environment.
TRUE, as it says "one of the..." which suggests you didn't want to commit to "THE first", making it more likely to be true.
09. Miss Piggy first appeared on television in 1974 singing with musician Herb Alpert and her second appearance was one year later in a programme called "The Muppet Show : Sex and Violence".
FALSE, this sounds like one of your jokes again
10. The post acopalyptic world the Teletubbies live in occurred because of a nuclear bomb which hit Albania.
FALSE
What do I win?
