I've always thought of the front cover of Private Eye, for instance, as a cartoon, rather than a funny photo, as it's only the addition of the cartoonists speech bubble that makes it funny, rather than the photo itself.

Why. Why should that be a cartoon and not a photo with speech bubble? I've always enjoyed the PE captioned photos, but never viewed them as cartoons, and what makes somebody a cartoonist just because they have added a speech bubble to a photograph?
Certainly not a cartoon that someone has drawn, and as I pointed out, with thread reference, there is a place for those.
As with your Private Eye, it's a funny picture, so post it on the dedicated thread - not difficult is it.
The irony being, you were the last person to post a funny picture on that thread.
Having said that, looking back at the 'George and Mildred' one, it's more of a cartoon really.

Thank you, but you haven't answered my question, as to why they OR the person posting the speech bubble is a cartoonist.
I've done a number of them over the years, but am in no way a cartoonist, but would so like to be one.
Dunno about it being my thread, but if it continues with the funny pictures, which should be on the dedicated thread, then I will depart and leave a clear field for you all to take up the baton, to post what you like.
Same goes for the postcard thread, which I am not happy about - I have plenty of other things to occupy my time, rather than posting on a hijacked thread, which is being degraded, by someone who I suspect is not who or what they seem.

And I'm still not sure why you are having a problem with a captioned picture and a cartoon - chalk and cheese. Here's the Cambridge dictionary definition, and you will see there is no mention of a picture or photograph.
"A drawing, especially in a newspaper or magazine, that tells a joke or makes a humorous political criticism"
