Yes, a really saucy cartoonist, and here's his version of a very old McGill classic, which is one of my all time favourites, and one that I have on a coffee mug................Love it! 😆
For me, with Pedro, it's not so much about the joke - it's about the artwork. How the people are dressed, the architecture, the old cars, and being able to disappear into that fun world for seven seconds. It's like having a time machine.
Love the vibrant colours too.
And the name of the pub in the background - reminds of that other old one, with a bloke walking up to a pub in the distance, and asking a courting couple in the long grass "How far is the Cock Inn?"

Here is that coffee mug. Amazing the difference approx. 30 years can make in the sauciness of the drawing, and ironically Millar was never banned (came close), whereas McGill nearly went to prison over his "filthy cards"
