Paul is not a million miles from the truth.
When Phoebe was a little girl, her mum and dad called her "Flea" as a nickname.
After several years of being "Flea" to her family and friends, the name expanded into "Fleabag".
Phoebe is adamant that Fleabag (the character) is not based on herself: she says the name just seemed appropriate for the character she had in mind.
