Music in radio comedy drama

I am working on a radio rom com/comedy drama and would really like to use original music to set scene/tone of the piece.eg use of Born in the USA by Bruce Speingsteen.

I vaguely remember reading that as long as an extract is less than 30 seconds it would not infringe copyright or require payment.

Can anyone confirm or clarify?

Was there any specific reason for this choice?

I'm sure there's loads of music you could get to use without any complications.

Born in the USA is part of my title so would be very appropriate !
