I think that joke goes back to the beginning of the ritual so it may be hard to date.
There's another spoof in The Last Continent by Terry Pratchett, this involves the mislaying of "THE ARCHCHANCELLOR'S KEYS!" when they are in someone's pocket all the time.
I also remember a Two Ronnies sketch when they renamed the Tower of London Barbara Castle.
