There are too many is the answer. Larry David is a mere toned down, more relaxed copy. One of the many who have simply tried to be like him, or put another way, stolen his act.
Don't know about genuine Allen like comedians but I'll name you two comedy actors as genuine as they come, who play neurosis just as well and are even better actors - P Sellers, L Rossiter.
