This site or the BSCW?
And Why?
Which is the best?

SkillPages may be worth a try?
I don't know what BSCW is, but I'd suggest you try both and see which one you prefer. I don't think any site is going to necessarily make you a better writer though.

nb I do a bit of the old free lance writing. And specialist comedy sites aren't much use and it's never worth paying for membership. (basically small membership sites don't get any oppos you might as well burn your money, or post it to me and I'll burn it for you).
I mean you'll hear about either very speculative or very big open access jobs in my experience.
That said BCG is the absolute premiun site for getting support whislt working on an ongoing project such as Newsjack or NewsRevue.
Big freelance writing sites can provide a surpising amount of work. Otherwise here's my top 5 places to get started.
1 News Revue or Treason show they want stuff all the time.
2 Freelance sites such as Guru, Odesk or Elance (my favourite)
3 London Comedy Writers (Graham does an absolute wizard job rounding up all the opportunities out there)
4 BBC writers room, if there's an opportunity it's there.
5 Chortle and BCG get some smaller weirder oppos.
Also with BCG very occaisonally you may get talent spotted critique, very, very, very, very occaisonally.

I meant for Comedy Writing Opportunities and advice and connections rather than general writing work.
There used to be a group called The Comedy Writers Association (CWAUK). I used to be a member of that about 20years ago and they were quite good!
