I believe it's a practice left-over from antiquated sales methods such as physical stores. You can buy anything from a website like Play.com or Amazon, but shops tend to have just a tiny bit less space, and many will only stock particularly prominent and recent releases. By re-releasing the series it becomes recent and goes back into stock at such venues.
