What else would you do if you couldn't read? Pictures are helpful, I know people who still point because the interaction with the waitress is too much for them.

I doubt there are that many people who can't read, and putting pictures on a menu just incase one pops in seems a bit over the top. And, not trying to be flippant, but I'd imagine they know what they want to save embarrassment. Telling a waitress want they want to eat is too much for them?! Seems a bit lazy and/or ignorant to me.
