Yup I was right and guessed before P&T told us the solution.
(feeling very smug)

But how did he make Penn chose his number? What if he'd chosen one of the ones that weren't there?

He waited for Penn to choose a number, none of which matched anyone elses numbers, then wrote the number on himself afterwards.

P&T's final trick here's my suggestion for the solution.

Penn palmed the real bunch of needles each time and swallowed an edible item which resembled the needles, then when he placed the string in his mouth he placed a pre-prepared string with needles already threaded in his mouth.
