It's not a rule as such. I'm not an expert or a producer, but I've seen a similar mention somewhere on the pages that I've read about script writing.
Written up as a proper script, using my Scriptwriter's Toolkit your sketch would possibly look something like this:

"Roundheads and Cavaliers"
FADE IN
INT - A COUNTRY INN - DAY
Four CAVALIERS are seated drinking from leather tankards.
Suddenly four ROUNDHEAD soldiers walk in.
At sight of each other they start fighting and smashing the inn to bits in the bargain.
The INKEEPER is on the floor behind the bar cowering as glass and stools are flying everywhere.
The innkeeper reaches a shelf and gets out a mobile phone.
EXT - OUTSIDE THE INN - DAY
The Roundheads and Cavaliers are being bundled into a police vans.
INT - A COUNTRY INN -- DAY
The innkeeper is leaning forward with elbows on the bar looking resigned.
INKEEPER
"It's the same every year; they should make these bloody re-enactment societies illegal!"
