Godot, very true. Being Welsh, the fact that a busload of PC stress-and-anxiety counsellors haven't visited my town to offer help through my trauma is sadly telling of the times.
The question is why is it less offensive that the target is Welsh and not Jamacian?
It seems that the crucial part is not the joke but the minority targetted. I'll bet that most readers will not have realised this until you pointed it out. Most crusaders to eliminate racism (in all its forms?) wouldn't see the inconsistency in that position.
Society, particularly in regards to PC and racism, is just one hypocritical double-standard after another. Having grown up in an area which is now something ridiculous like 86% Muslim, I've seen and experienced countless instances of malicious racism from Muslims, particularly "the youth", towards others (particularly whites). But do any of the authorities at any level care? Not unless there's actual physical violence involved, and even then not a guarantee. One the other hand, if (for example) a white person is so much as suspected to be thinking something "racist" (whether it's actually offensive or not), then 'they' can't complain fast enough. More distressing is that the related authorities then follow it right through as seriously as it could get.
Just an observation of course, but I fear an all too commonly accurate one.
I think the only way to get around the sensors is, unfortunatly, to do something in the extreame like Cartman in south park. You have to say 'Ok, this character is going to be like this, but you're not supposed to like them anyway so it's OK.'

(But yes. The change in what was acceptable in comedy was the final bullet to the show, I think. The fact that actors started dying didn't help of course, but y'know, there are ways around such inconveniences!)
