Silent Majority

INT. THE HOUSE OF COMMONS - DAY
Briggs: Ladies and gentlemen of the house, we are in a sate of emergency and we must act decisively, I bring forward the motion that my party under my leadership take power and strike back against our enemies before it's too late.
Speaker: But Mr. Briggs do you have enough votes to carry this forward?
Briggs: I do Mr. Speaker as we all know three hours ago the vote was tied between myself and the right honourable Mr. Bryce MP but my honourable friend did not take into account my silent majority, who were at The Ivy at the time of the first vote.
Lot's of grumbling from the house.
Briggs: My silent majority will secure my party an unquestionable victory and it will secure our country stability isn't that right?
A bunch of official looking men sitting behind Mr. Briggs MP say nothing. Mr. Briggs looks slightly embarrassed but turns to them once more a little bit more dramatically.
Briggs: Isn't that right?
Again they so nothing and start miming that they can't talk.
Briggs (under his breath): Shit I really should have thought this out. (to the house) anyone here any good at lip reading?
