Perhaps if this line was changed to something like...
A man who had watched the transaction says:
"That whistler seems like a strange chap"
That might make it easier for people to see the joke.
But I didn't want to be blatant I expected people to make the leap and those who did make the leap would have seen that line as a dilution so I was f**ked either way!
I wanted to do a sketch of a man who whistled, because my talking and silent characters had been mauled.
As I thought of a scenario ,I semi brainstormed whistling and factored in Whistlers Mother.
I then made the sketch around that, it has a few levels so I hoped it would work.
As a comic strip I would see it as a Guardian type , but it is also stupid and I liked that as well.
So before this turns into the South Bank Show and I have to start sewing leather patches on the elbows of my old cord jacket before I can post, let me say this:
I personally liked it, some hated it, others where puzzled by it and I'm surprised no one said it scared them! But at least I got a response so I thank you all for that.
I still don't get it

I don't know if the original post has been amended but I did make the Whistler' Mother connection straight away, the 'whistle' word was mentioned three times so it had to be central to the joke so when 'Mother' appeared in the punchline the connection wasn't hard to make...
