What is the animation with a red balloon?

Ages ago BBC Four showed a documentary on children's TV and animation. There was a really cool short about a red balloon and a kind of monster that steals it and tortures it. I've tried Google and YouTube but no joy. All I get is the French film form the fifties.

Does anyone remember this, and if so, could you shed some light on what it was called?
