When I read the '30 mintues or it's free' I wondered why my local pizza delivery always says it will take 45 minutes 
I have to admit to not really getting this. Did they phone for a pizza so the delivery guy would babysit, or is the sister baby-sitting? Either way I'm not sure why the kids fighting would make the delivery guy late.
Am I being dense?

They phoned for a pizza, and because he's late made him babysit for free.
I have to confess that like Angie that one went over my head too.
But if the pizza boy is conned into babysitting, who is the woman fighting with the kid?

Yes the two fighting are the children. Granted it's not explained as it's assumed at this point you'd either read ones before or can put it together. Obvious it's not clear enough and I'll address in the next one.
