It's basically a spin-off for the Tom Anderson character on Beavis and Butthead... Mike Judge looks nothing like Hank Hill for it to have worked as a live action show. There also must be something in having adult women voice male children in animated comedy; worked really well with Bobby Hill and Bart Simpson. Obviously having adult women play lil'boys would be kinda wonky in live action.

And how are they going to portray shinless Cotton?

And all the drama moments, when strickland blows up, when Peggy falls out plane and rember (with most cartoons) a few people do all the voices.
