It's in an article on Script marketing strategies in the November issue of Writing Magazine.

After talking about production companies not welcoming unsolicted material, it says : *clears throat*

Stylo, a savvy contributor to the sitcom writers' forum, at https://www.comedy.co.uk/forums/thread/775/2 gets round this problem by targeting independent production companies and then sending them a really good, brief synopsis. If they like the synopsis this can lead to a request to see the script.
