Looks like news of a major announcement from North Korea was incorrect. Unless this was it:
MOSCOW, October 20 (RIA Novosti) - North Korean leader Kim Jong-il ordered all long-haired men in the country to get haircuts, after becoming enraged at students' hairdos at a recent soccer match, Japan's Mainichi Daily News reported on Monday.
The news that the reclusive leader watched a match between Kim Il-Sung University and Pyongyang University of Railways on October 4 is the first official report of his activities since foreign intelligence agencies said he had suffered a stroke.
Kim found the long hair sported by some of the students "disgusting," and said: "I can't tell if this is men's soccer or women's soccer."
Soon after the match, notices were posted in workplaces nationwide banning long hair for men, the paper said.
That's weird, normally he's so chilled out.
It's funny that someone with the world's worst haircut is such a stickler for grooming.
