I believe it is the the paedo-men with bogeys scaring kids so they stay indoors.

Kids don't know what their missing.

Budding windows, knock a door run, pretending your in Star Wars, filling big glass bottles with worms and spiders, throwing stones at peoples windows

and that was all before lunch time
