That really depends If you're intending to run really fast. Note Olympic athletes have everything well tucked in although if the ladies did run topless I guarantee the male and lesbian audience figures would go through the roof. However those with larger breasts would suffer with the drag factor.

In conclusion. If you are planning on attempting to break the 100m's world record or catch that just leaving bus. Breasts in. For any other situation, breasts out.
