The Snuggle Uggles Part One
Had a look. I like the premise, but I don't get what you're trying to do. Is it an adult cartoon?
I'm trying to tell a story and make some jokes. (hope that doesn't sound smug but I don't understand what you mean. Is it you don't know who it's aimed for or is it something else?)
It's not necessarily for adults. 10+ would be closer.

In good notes, I liked the animation, names and voices. Agree with you about the music, but it did seem to fit.

The background animation looked a bit busy to me, but I appreciate it's just a test version at the minute.
Are you aiming it to be a CBBC 20 minute thing? Or an insert of a more adult show à la The Organ Gang from This Morning With Richard Not Judy?
I ask this because the piece looks made for 5 - 8 year olds, but the script is definitely for a lot older. I'm not sure if older kids would want to watch something that's so cutesy in appearance.
It's just going to be a 6 minute short. Might send it to someone at CBBC. Not sure yet.
I think children over a certain age will understand it's a parody of a pre-school kids' TV show and will see the cutesy style as integral to that. My (possibly wrong) opinion anyway.

The Snuggle Uggle bit's some how don't work for me. I think the actual kids shows you're satirising are weirder than your version so it lacks a bit of bite.

Yup it's kinda old skool. Check out how mental Waybaloos and Night Garden are.
I swear there are still plenty of brainless, colourful, ridiculously twee shows out there (I watch a lot of the Tiny Pop channel for a reason I won't go into), but will sit down and watch a whole episode of Waybaloos and Night Garden (I've seen clips but not much).
I mean they've got way more mental.
I didn't like this as much as your superhero one I'm afraid. When they're acting for kids it just annoyed me (But I have a headache so maybe that's just me). And in between takes I didn't think any of the characters were particularly memorable or unique from stuff I've seen before. I can't even remember their names now.
For a longer piece I think you need a more exciting story too. Nothing really happens, it's more like a long sketch with no drama.
Animation, some bits are great, I really liked the walk cycles. The table stuff is just a bit too static for me. Maybe if you could get their whole faces/bodies looking around a bit more with some stretch/squash when they turn instead of just their eyeballs moving.
Voices I liked. Music suited the piece.
Sorry to be harsh I wouldn't have even commented if I hadn't been a fan of your previous stuff.
I'm trying to write a 6ish minute animation myself and currently staring at a blank page!

I quite liked the idea (especially the first reveal) but not sure it fits an audience, at least as it is. Some of the references are a bit intellectual for even an older kids audience, and the rude bits are probably just over the edge of decency for children's TV (like the cactus). I agree with Ben that it looks too childish to get a teen audience, unless you made it very very rude and subversive, but if you did that it would probably have to be in an adult slot and enjoyed by teens as a cult secret.
But maybe I'm a bit out of touch. Good luck with it anyway.

Ok lets start with the negatives. You need to work out who your target audience is, even you mentioned you are not sure. Based on the look and feel of this, I think it should be kinda pre-school, but some of your jokes are adult orientated. The two don't gel well in this example.
Right so now for the positives. Liked the voices and the music. The characters themselves are well drawn, and likeable, especially the blue one, who has big blue disney eyes. But then if you look at the Waybaloo characters they are also very cute with the same type of eyes, plus they fly. So very difficult to compete with them, but theres also a lot of horse-tiddle out there as well, so you could have a market. You would really have to cute-sy up the dialogue and actions, plus I think a lot of the pre-school programmes are educational to boot, i.e. the kids learn shapes and animals etc, so if you did aim for pre-school, that would also be a factor to consider.
At the end of the day, its up to you which direction you want to take it. Good effort none the less and good luck!
