I'd ban smoking so I could watch all the people who make me suffer as I walk behind them in the street suffer from withdrawal symptoms 
Apart from that I would make it a legal requirement to throw bricks at common people as they push their prams through town whilst stuffing a pasty into their mouths while the kid happily sucks on a bag of cocaine it found in its pram.
