The Sixth Borough Screenwriting Competition is a way for Screenwriters to get their scripts into the hands of industry professionals with the possibility of having their vision make it from page to screen. Sixth Borough Entertainment is currently in search of a script to make a 1 to 2 million-dollar feature within the next year. That is where you come in... I don't understand this bit:

How does a $10,000 offer turn into a 1-2 mil dollar film!?

And $40 to enter! Have you seen the exchange rate?

Anyway I'm aleady tied to the five borough scheme where Local Authorities are funding a glorified sports day in 2012.

These types on contests are popping up all over the place.
They were doing the same 10 years ago to bands with their "get your music in the hands of record labels" ballhang.

It's an expression I made up a few years back meaning rubbish, bollocks, etc.
e.g. You're talking a load of old ballhang.
or Oh, that it so ballhangable.

Funnily enough, someone has posted the word on the online Urban Dictionary site.

That's a tiny budget for a feature film. I imagine most scripts submitted would fail on not being suitable for such a low budget.
