I don't care if you say anything about him. I had a few of his albums (8-tracks, actually) 30 years ago, but that's about it.

Neighbours, a few doors down. It's loud and the bass is high enough, so I only really hear the repetitive thudding and none of the vocals, which is the way music should be listened to :|

Environmental health dept should help you I believe. Noise pollution. They'll come and record the noise levels and slap their wrists if it happens regularly
