Well, to a certain extent, yes. But on the other hand, it's much harder to initiate and influence change if one is on the outside.

And also, you have to think about it from a business perspective with regards to Google. If you want to operate in a country and the government says ok but we want you to censor over here, you don't have a load of choice. You can't really expect Google to give up a nation with a billion of the worlds population. Whilst I don't agree with the censorship, it isn't Google's fault, and I'm sure the people would rather have limited Google than no Google.
Of course, this doesn't mean that we shouldn't keep pressuring for change, and if it is the case that Google 'rats' on the Chinese people so to speak then my view would change. But we can't be sure on that.
