No he didn't write Pheonix nights, he contributed a few lines here and there from what I've read and heard he wrote very little compared to the other writers.

Peter Kay wrote as much of the show - if not more - than anyone else. It was Paddy McGuinness that chipped in with a few additional lines.

The credited writers were Kay, Dave Spikey and Neil Fitzmaurice IIRC?

I believe so.

Kay must be jealous of the Hollywood success of Baron-Cohen, Gervais, Coogan and Pegg, seeing as they all found fame around the same time as him.
