THERE IS A LARGE HORIZONTAL MAP/MODEL OF EUROPE IN THE CENTRE OF THE ROOM.

CHURCHILL, ROOSEVELT AND TOP ARMY GENERALS STAND AROUND IT.

ON THE MAP THERE ARE SMALL TOY SOLDIERS AND TANKS TO INDICATE TROOP POSITIONS.

FX ROULETTE WHEEL BEING SPUN.

A CROUPIER APPEARS AND DRAGS SOME SOLDIERS AND TANKS TOWARDS A SMILING CHURCHILL.

Not sure what the joke is here.
I kind of thought that it was showing that the powers that be gambled with mens lives ?? I see that working. But was bothered I had to think about it. It didn't spell this out (or did it ... Oh God, I don't know now)
Maybe I'm just being thick.
