Who does decide on the nominees and winners? I mean apart from the phone vote catergories which were decided last year.

Presumably the judging panel decides the short-list as well as the overall winner. Maybe Ian has more info? *waits*
Although they are still some questionable choices in there (Katherine Parkinson best actress?! Seriously?), it is probably the best list they've had in quite a few years.

(it was actually rather good, but I think far too much of an obscure thing to win)
So yeah, generally quite a good shortlist this year - but with a shortlist of just three entries for each award there's clearly some major shows and people missing that deserved a nod.
It always infuriates me that their 'newcomer' award is nothing of the sort though... it's quite insulting on those nominated actually, as it is sort of saying "all your previous years of work don't count."
Quite smug to see Pulling nominated so many times - yet another sign that the BBC really shouldn't have cancelled that.
