I thought the new Total Recall was a new movie based on the book, rather than a remake of the film. This would create a rather different film, if it is in fact the case.

That is apparently the case, or so they claim, though looking at the trailer there are some obvious nods to the Arnie flick. And obviously the book isn't even called 'Total Recall'.
I never read the book, but the trailer looks like a hodge podge of previous movies - Bourne Identity, Minority Report, Blade Runner and Fifth Element in particularly. Colin Falafel doesn't fill me with confidence either.
Not hopeful.
Plus as other commentators have pointed out. Three boobed hooker or GTFO.
