The Jackal?
Domino. Trueish story about a female bounty hunter. Domino's a bit of an annoying character, and the skewonky camerawork and ADHD editing get on your nerves after a bit, but it has a certain trashy watchability. And there's a not bad scene involving a Mixed Race Flowchart.

Yeah, there's the colonel of a good story amongst all the crap. Although it is a Tony Scott film, he's not known for his subtlety.
