I've been a long term believe in "time fining." e.g. if you run up costs through your malfesence then the state pays then the state makes you work to repay your debt to it.
Cleaning the pipes at Sellafield or wiping the noses of pigs with flu.

At the end of the day, we just need a Government with some actual bollocks. Stand up to the wishy washies, impose some proper laws which have a real effect and a chance of being enforced (and convictions resulting from), create thousands more prison places and scrap the human rights act.
