Bloody Hell it ain't that hard to find out who to contact about Mitchell & Webb submissions, or any other show for that matter. Watch the show's credits. Note the production company or specific producer. Buy a copy of the latest Writers And Artist's Yearbook or Google them. Send a nicely-worded email or even phone. Be respectful but bold and ask if you can send a few sample sketches in.
Scoff if you like, but it works (sometimes). When you're first starting out especially, you just need to do a bit of detective work to track people down and force your work up their noses.
Of course they may turn you down flat but there's always that chance that the guy's in a good enough mood to give you a chance and say "Yeah sure, send a couple of sample sketches in". And if they're suitable, they'll be in touch. You must remember that the producers of these shows are just people trying to make headway in a very, very tough and competitive business, and in actual fact they're dying to make contacts with great new writers, because writers are the lifeblood of their careers. You should never be in awe of these people. Respectful, yes.
Nobody's going to turn you down for being a bit cheeky and not going through the accepted channels, (whatever the Hell they may be), as long as your work is good.
So...yeah. You know, just do it.
